Trumbull County was created in 1800 as the first county of the Connecticut Western Reserve and at first covered the entire Reserve. It was named for Jonathan Trumbull Jr., then governor of Connecticut.

Warren served as the seat of government for the early Western Reserve and remains the county seat today. In 1899 brothers James Ward Packard and William Doud Packard built their first automobile in Warren, beginning a famous American car company.

Steel mills, electrical manufacturing, and later the large General Motors complex at Lordstown, which opened in the 1960s, made the county a center of Mahoning Valley industry. The village of Kinsman is known as the boyhood home of famed attorney Clarence Darrow.
